คณะนิติศาสตร์ มช. ยกระดับระบบความปลอดภัย เปิดใช้แผนอัคคีภัยแบบครบวงจร เสริมความมั่นคงในพื้นที่การเรียนรู้
เมื่อวันที่ 30 เมษายน 2569 – คณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่ ประกาศใช้แผนป้องกันและระงับอัคคีภัยแบบครบวงจร เพื่อยกระดับมาตรฐานความปลอดภัยและเสริมสร้างความมั่นคงในพื้นที่การเรียนการสอนสำหรับนักศึกษา คณาจารย์ และบุคลากร
แผนดังกล่าวได้รับการออกแบบให้เป็นระบบเชิงรุกและบูรณาการ ครอบคลุมตั้งแต่มาตรการป้องกันล่วงหน้า การบริหารจัดการสถานการณ์ฉุกเฉิน ไปจนถึงแนวทางฟื้นฟูหลังเกิดเหตุ โดยมีเป้าหมายเพื่อลดความเสี่ยงและความสูญเสียต่อชีวิตและทรัพย์สินให้เหลือน้อยที่สุด
ในด้านการป้องกัน คณะฯ ได้กำหนดมาตรการด้านความปลอดภัยอย่างเข้มงวด อาทิ การถอดปลั๊กอุปกรณ์ไฟฟ้าหลังใช้งาน การกำหนดพื้นที่ปลอดบุหรี่ และการควบคุมกิจกรรมที่อาจก่อให้เกิดประกายไฟภายใต้ระบบอนุญาตอย่างเป็นทางการ พร้อมทั้งมีการตรวจสอบระบบไฟฟ้าและอุปกรณ์ที่เกี่ยวข้องอย่างสม่ำเสมอ
ด้านการเตรียมความพร้อม ได้มีการจัดฝึกอบรมบุคลากรอย่างเป็นระบบ โดยกำหนดให้ไม่น้อยกว่าร้อยละ 40 ผ่านการอบรมการดับเพลิงขั้นต้น ควบคู่กับการฝึกซ้อมอพยพหนีไฟ การปฐมพยาบาล และการรับมือสถานการณ์ฉุกเฉิน เพื่อเสริมสร้างทักษะและความพร้อมในการปฏิบัติจริง
นอกจากนี้ ยังมีการกำหนดแผนเผชิญเหตุ 3 ระดับ เพื่อให้การตอบสนองต่อสถานการณ์เป็นไปอย่างรวดเร็วและมีประสิทธิภาพ ตั้งแต่การระงับเหตุเบื้องต้น การบริหารจัดการภาวะฉุกเฉิน ไปจนถึงการอพยพเต็มรูปแบบในกรณีรุนแรง โดยมีการประสานความร่วมมือกับหน่วยงานภายนอก เช่น หน่วยดับเพลิงเทศบาลนครเชียงใหม่ และทีมแพทย์ฉุกเฉิน
การดำเนินงานทั้งหมดอยู่ภายใต้โครงสร้างการบริหารจัดการที่ชัดเจน นำโดย ผศ.ดร.ชัยณรงค์ เหลืองวิลัย คณบดีคณะนิติศาสตร์ ในฐานะผู้อำนวยการเหตุการณ์ พร้อมด้วยทีมปฏิบัติงานเฉพาะด้าน อาทิ ฝ่ายสื่อสาร ทีมนำอพยพ ชุดผจญเพลิง และทีมปฐมพยาบาล
ความริเริ่มดังกล่าวสะท้อนถึงความมุ่งมั่นของคณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่ ในการยกระดับสภาพแวดล้อมการเรียนรู้ให้มีความปลอดภัย ยั่งยืน และสอดคล้องกับมาตรฐานสากล
Faculty of Law, CMU Enhances Campus Safety with Comprehensive Fire Prevention and Response Plan
Chiang Mai, 30 April 2026 – The Faculty of Law, Chiang Mai University, has officially implemented a comprehensive fire prevention and response plan to elevate safety standards and strengthen the security of its learning environment for students, faculty members, and staff.
The plan has been designed as a proactive and integrated system, encompassing preventive measures, emergency management, and post-incident recovery. It aims to minimize risks and reduce potential losses to life and property to the greatest extent possible.
In terms of prevention, the Faculty has introduced strict safety measures, including mandatory disconnection of electrical appliances after use, designation of smoke-free areas, and regulation of activities that may generate sparks under a formal permit system. Regular inspections of electrical systems and related equipment are also conducted to ensure continuous safety compliance.
To enhance preparedness, structured training programs have been implemented. At least 40 percent of personnel are required to complete basic firefighting training, alongside regular fire evacuation drills, first aid training, and emergency response exercises. These initiatives are designed to strengthen practical skills and readiness in real-life situations.
In addition, a three-tiered emergency response framework has been established to ensure rapid and effective action. This includes initial fire suppression, coordinated emergency management, and full-scale evacuation in severe cases. The Faculty also coordinates closely with external agencies, including the Chiang Mai Municipality Fire Department and emergency medical services.
All operations are conducted under a clearly defined management structure led by Asst. Prof. Dr. Chainarong Luengvilai, Dean of the Faculty of Law, who serves as the Incident Director. Dedicated teams have been assigned to key functions, including communications, evacuation, firefighting, and first aid.
This initiative reflects the Faculty of Law’s strong commitment to enhancing a safe, sustainable, and internationally aligned learning environment at Chiang Mai University.
